Aguek John Abuoch, who hails from Maper Boma in Aweng Payam of Twic County, made the remarks in a statement posted on his social media page on Saturday, where he argued that Warrap State should view the creation of more counties and payams as an opportunity rather than a source of division.
He said establishing additional administrative units would allow citizens to better exercise their constitutional rights by increasing constituencies and representation in legislative bodies.
Abuoch said Twic Mayardit, particularly Aweng Payam, urgently needed another county, arguing that the area had missed a similar opportunity in 2004 and risked doing so again if no action was taken.
"Twic Mayardit especially needs it badly. Akuar (Aweng Payam) needs it. Let's not pretend," Abuoch wrote. "Twic can be divided into two counties. Twic lost this very important opportunity in 2004 and is about to lose it again."
He also rejected suggestions that creating another county would undermine unity, saying several communities across South Sudan have multiple counties while remaining united.
"Other communities have East, West, South and North counties, yet you are sitting there with one county talking about unity. Who said we shall not remain united after having two counties?" he said.
The proposal adds to broader discussions in South Sudan over administrative restructuring. Supporters argue that creating additional counties and payams can improve access to government services, political representation and local administration, while critics have raised concerns in the past about administrative costs, resource allocation and boundary disputes.
